How to make a clock by Speedometer chart (1 người xem)

I have seen this thread http://www.giaiphapexcel.com/forum/showthread.php?t=23693 which shown how to make a speedometer chart, and result a clock.
Would anyone tell me how to make it, in English if possible. If not, I could try to understand the attached illustrated file.

I have seen several type of speedometer chart, but none of them is such as ptm0412's chart.

The one in this site http://www.andypope.info/charts/gauge.htm is XY scatter type and it doesn't have lining tickmark as a real meter.

The one in this link http://www.excelforum.com/excel-charting/668342-speedo-chart.html use a pie chart to make the needle, and a doughnut chart to show the circle. It has not the lining tickmark neither.

I need a real meter one, then I see this forum, fortunately, it can make a clock! I really want to know how to do it! Please help.

Anyway, what I need is how to make a clock with speedometer chart, not the speedometer chart itself. At the end of the topic, Mr Ptm0412 shown a picture of a clock and I want to know how to make it.

I need this kind of lined tick mark, and I known how to make it now, (by Excel language).

Now I want to make this surrounded the circle (360 degrees) and how to make 3 needles, not only one.
